LANSING, Mich. (AP) — The worst may be over for drivers in Wisconsin and other upper Midwest states where gas prices have been among the highest in the continental U.S. Analysts say a major refinery is back online and another is on track with a major reconfiguration. The refineries' issues are blamed for high prices in the Great Lakes region.
