MADISON, Wis. 1-31-14 governor addresses fcedc annual meeting

Governor Scott Walker says the state is moving in the right direction.  The governor was the featured speaker at Thursday night’s Fond du lac County Economic Development Corporation 25th annual meeting.
The governor opened his speech by talking about the steps the state is taking to deal with the propane shortage and urging residents to check on elderly neighbors and relatives who use propane to make sure they are okay.  "Cause a lot of them don't think about the fact that their propane tanks might be at or below 30 percent capacity and that's dangerous,"  Walker said.  The governor again pushed for his tax cut proposal outlined in his state of the state address…saying the surplus revenue should go back to the taxpayers.  "What I hear repeatedly from people across the state is that if you want to continue the economic recovery that's happening here and all over this great state put the money back in the hands of the people."  The governor says the state continues to add jobs…pointing to the latest statewide unemployment rate of 6.2 percent.
During the state of the state the governor said he will spend much of this year encouraging Wisconsin businesses to hire more people with disabilities and he talked about that issue Thursday night. "We're not asking employees to do it based on charity, we're doing it based on quality, dependable, reliable employees,"  Walker said.  "We just need you to open up your eyes and look beyond what some determine to be a disability and help us find and identify those unique abilities to plug people into."

1-29-14 petri-state of the union

Washington, D.C.—Reacting to President Barack Obama’s State of the Union address, U.S. Representative Tom Petri (R-WI) called for a debate about helping low income families work their way out of poverty.  In his annual address to Congress, President Obama proposed raising the minimum wage to $10.10 per hour.

“Congress and the American people heard loud and clear the President’s desire to raise the minimum wage to help low income families,” said Petri after the speech.  “In fact, I agree that low income workers—especially those trying to raise a family—should have the means to support themselves and work their way out of poverty.  However, I disagree that raising the minimum wage is the best approach.

“To many, raising the minimum wage sounds appealing—pay people more so they will have more to spend.  However, it’s businesses—and mostly small businesses—that would shoulder the cost of such an increase, meaning many workers would be priced out of jobs.  The President’s proposal could actually harm the same people he is seeking to help.

“If the American people decide it’s a good idea to give low-wage workers a raise, we should consider how to put our money behind our generosity rather than putting all the cost on businesses.  We should look for a way to help lift working families out of poverty without eliminating the very jobs they need to move up the economic ladder.

“There are other options—some that already exist—to accomplish the same goal.  For instance, the Earned Income Tax Credit (EITC) has been very successful in helping to lift working families out of poverty.  There are ways we could strengthen this program.  There are also wage subsidy proposals that would help support low income workers while likely expanding job opportunities.

“I am working on legislation now that would address this issue and help working families earn a better life.

“There are many in Congress—on both sides of the aisle—who want to help those who are working and living in poverty.  So, rather than moving forward with a ‘go it alone strategy,’ I call on the President to engage in debate with Congress on this issue so we can pass constructive legislation that moves us toward that goal.”

1-29-14 baldwin-state of the union

Washington D.C. – U.S. Senator Tammy Baldwin today made the following statement regarding President Obama’s State of the Union Address.

“The President delivered a strong call for action to build a fairer economy, to expand opportunity for everyone, and to grow the middle class. I believe we can create stronger economic growth and expand opportunity by focusing on job training and workforce readiness, strengthening our advanced manufacturing economy, and investing in innovation, science and research to fuel small business start-ups. So I applaud the President for giving a voice to these initiatives and calling on Congress to put progress ahead of politics.

“I am also pleased that the President made a strong push for raising the minimum wage. We need to reward the hard work of Wisconsinites so an honest day’s work pays more.

“Our economy is strongest when we expand opportunity for everyone. So I am hopeful that Congress will now answer this call for action by working across party lines to get the job done for the American people. We can’t continue to let gridlock in Washington stand in the way of both parties working together to make sure that everyone has a fair shot at getting ahead.”

1-29-14 state of the union

Excerpts of the President’s State of the Union Address

As Prepared for Delivery

“In the coming months, let’s see where else we can make progress together.  Let’s make this a year of action.  That’s what most Americans want – for all of us in this chamber to focus on their lives, their hopes, their aspirations.  And what I believe unites the people of this nation, regardless of race or region or party, young or old, rich or poor, is the simple, profound belief in opportunity for all – the notion that if you work hard and take responsibility, you can get ahead.

Let’s face it: that belief has suffered some serious blows.  Over more than three decades, even before the Great Recession hit, massive shifts in technology and global competition had eliminated a lot of good, middle-class jobs, and weakened the economic foundations that families depend on.

Today, after four years of economic growth, corporate profits and stock prices have rarely been higher, and those at the top have never done better.  But average wages have barely budged.  Inequality has deepened.  Upward mobility has stalled.  The cold, hard fact is that even in the midst of recovery, too many Americans are working more than ever just to get by – let alone get ahead.  And too many still aren’t working at all.

Our job is to reverse these tides.  It won’t happen right away, and we won’t agree on everything.  But what I offer tonight is a set of concrete, practical proposals to speed up growth, strengthen the middle class, and build new ladders of opportunity into the middle class.  Some require Congressional action, and I’m eager to work with all of you.  But America does not stand still – and neither will I.  So wherever and whenever I can take steps without legislation to expand opportunity for more American families, that’s what I’m going to do.”

“Opportunity is who we are.  And the defining project of our generation is to restore that promise.”

The instrument was on indefinite loan to Almond from its anonymous owners. The violin's previous owners include virtuoso Giuseppe Tartini, who was known for his "Devil's Trill" Sonata, and Polish violinist Karol Lipinski.

1-29-14 oral chemotherapy bill

Some Wisconsin cancer patients are being forced to choose between oral chemotherapy that
could be the most effective treatment and traditional chemotherapy covered by their
insurance.   So some lawmakers and advocacy groups want to require health plans that cover
treatments to do so equally for intravenous and oral therapies. The Wisconsin Coalition for Cancer Treatment Access is working with Republican state Rep. Jeremy Thiesfeldt of Fond du Lac, on a bill. That would ensure patients have access to oral chemotherapy products if traditional chemotherapies are covered by insurance.  "Its not a mandate, it doesn't force insurance companies to provide this,"  Thiesfeldt told AM 1170 WFDL's Between the Lines program.  "What it does instead is says if you are an insurance company and are providing chemotherapy treatments, that if you'e going to provide oral and intravenous that you have to charge the same amount."   It's already received bipartisan backing from 57  legislators. The Senate Insurance
Committee voted unanimously Wednesday to support the bill.  The bill is expected to come up for a vote in the Senate and Assembly.

1-28-14 poll-walker and burke

MILWAUKEE (AP) — A new poll shows a close race between Republican Gov. Scott Walker and Democratic challenger Mary Burke.  The Marquette law school poll released Monday says 47 percent of registered voters would vote for Walker and 41 percent support Burke. The margin of error is plus or minus 3.5 percentage points.  A Marquette poll conducted in October showed Walker with a smaller edge over Burke, 47 percent to 45 percent.  Pollster Charles Franklin says the numbers suggest people are still making up their minds about Burke, a former executive with Trek Bicycle Corp. He says it's interesting that Walker's number didn't go up, considering that he has a 51 percent approval rating.
The poll of 802 registered voters was conducted from Jan. 20 through Thursday, with about 700 interviews conducted before the governor's State of the State address last week.

1-28-14 poll-walker

MILWAUKEE (AP) — Half of registered Wisconsin voters approve of the job Gov. Scott Walker is doing.
The Marquette law school released its latest poll numbers Monday. The poll says 51 percent of voters approve of how the Republican governor is handling is job. Another 42 percent disapprove, and 6 percent say they're not sure.  Those numbers are generally in line with Walker's recent ratings. His average approval rating has been 49.9 percent, and his disapproval rating has averaged a little over 44 percent.  Approval ratings refer to how well people think Walker's doing his job. Their favorability impressions of Walker as a person trend similarly.  The poll says 49 percent see him favorably and 44 unfavorably, about the same as in October.  The poll interviewed 802 registered votes between Jan. 20 and Thursday. The margin of error is plus or minus 3.5 percentage points.

1-28-14 propane shortage

MADISON, Wis. (AP) — Gov. Scott Walker says Wisconsin will help propane dealers secure loans to purchase gas and release more money to help low-income propane users.   Wisconsin and other Midwestern states are grappling with a propane shortage and rising wholesale and retail prices. The governor declared a state of emergency on Saturday that clears the way for calling out the Wisconsin National Guard if needed.  On Monday Walker announced the state Wisconsin Economic Development Corporation and the Wisconsin Housing and Economic Development Authority would set aside $8 million to guarantee loans propane dealers take out to purchase gas. Walker also announced the state would release another $8.5 million to help low-income consumers pay for propane.   He also urged people to conserve their propane and track their supply closely.

1-27-14 dot- winter weather alert

The Wisconsin Department of Transportation (WisDOT) reminds motorists throughout Wisconsin to
plan for freezing and potential life-threatening cold winter weather conditions as a mass of arctic air
approaches the state tonight, Sunday morning, and then lingers during the upcoming week.
Severe winter weather conditions will adversely impact most of Wisconsin late Saturday night,
Sunday, and through early Wednesday afternoon. Snow covered roads, accompanied by blowing
and drifting snow will limit visibility and cause extremely hazardous travel conditions. North-south
routes will be at the greatest risk.
Motorists may want to cancel or delay travel plans tonight and Sunday and are advised to reduce
speed whenever road conditions are hazardous and visibility is limited. WisDOT and the Wisconsin
State Patrol will closely monitor road conditions as the storm moves through the many regions of the
state.
The Wisconsin Department of Transportation advises travelers check road conditions before leaving
home by calling 5-1-1 or visiting www.511wi.gov.
If You Must Drive During Winter Storm Conditions - Be Prepared:
- Allow plenty of extra time for travel.
- Drive at a safe and legal speed for conditions: the 55 or 65 mph speed limit is a maximum speed
for times when conditions are good/ideal, not for when roads are slippery and visibility is reduced.
- Drive alert and sober.- Always wear seatbelts
- Keep a charged cell phone handy.
- Keep at least a half tank of gas in your vehicle.
- Inform people (friends, family) of your travel plans and approximate arrival time.
Additional winter driving tips can be found on the WisDOT website at
www.dot.wisconsin.gov/safety/motorist/winterdriving/index.htm.

1-27-14 downtown fdl roundabout

Reaction from downtown business owners appears to be mixed to an idea for a roundabout at a downtown intersection. The DOT will examine the possibility of a roundabout at the intersection of  Main and Merrill in the design phase of a North Main Street reconstruction project slated for 2020.   Fond du Lac downtown partnership director Amy Hansen says the idea has been in the downtown comprehensive plan for a few years…but is coming to the public’s attention now because the reconstruction project is getting closer. Hansen says there are pros and cons…and there feeling on both sides In  the downtown business community.  Hansen says it appears that there would be a very minimal impact, if any,  to property owners on the four corners of that intersection.

1-27-14 propane shortage

MADISON, Wis. (AP) — Wisconsin residents are bundling up and watching their money go out the door as propane prices skyrocket.  High demand during the cold weather coupled with depleted supplies from fall corn-drying and pipeline problems have combined to drive up prices across the country. According to the latest federal data, residential prices in Wisconsin averaged $2.30 per gallon on January 20th, up 13 percent from December 16th.  Governor Scott Walker's office says 250,000 Wisconsin residents rely on propane for heat.  Walker began issuing orders in October lifting hour limits for truckers to expedite propane shipments. But industry analysts say supplies are so depleted trucks have to fill up directly from pipelines, slowing delivery.  The governor has called a meeting with propane industry leaders on Monday to discuss the situation.

1-27-14 legalizing marijuana

MADISON, Wis. (AP) — A Democratic state lawmaker from Madison is proposing that marijuana be legalized for both recreational and medicinal purposes.  State Rep. Melissa Sargent is circulating a bill to legalize pot, but it will certainly be snuffed out by Republicans who control both the Assembly and Senate and oppose such an effort.  Even when Democrats controlled the Legislature they could not garner enough support to pass a more limited bill legalizing marijuana solely for medical purposes.
Sargent said in a press release that she believes legalizing pot would address racial disparities in drug arrests, provide medical benefits, save law enforcement time and money, and save the state money.
More attention has been focused on legalizing marijuana since voters in Colorado and Washington state approved it starting this year.

1-23-14 fdl council postpones vote on lifting citywide sidewalk bicycle ban

The Fond du Lac city council has postponed a vote on a proposal to rescind a citywide sidewalk bicycle ban.   The council voted unanimously to push off the issue until the council’s first meeting in March to provide more time for public outreach.   Council president Sam Meyer says his initial reaction is a safety concern if bicycles are allowed on sidewalks.  City manager Joe Moore says under state law bicycles are banned on sidewalks unless municipalities enact their own ordinance.  The issue has been focused on downtown sidewalks where  Fond du Lac Downtown Partnership director Amy Hansen says downtown there’s not
enough room for a bicycle lane on Main Street.   Hansen says several business owners don’t want to discourage people from coming downtown.  Hansen says the bike ban was implemented for safety reasons, but she says police could still ticket a bicyclist who is riding in an unsafe manner.

1-23-14 state of state address

MADISON, Wis. (AP) — Gov. Scott Walker says in his State of the State speech that extra money collected thanks to an improving national economy should be returned to the people as property and income tax cuts.  Walker said in his speech Wednesday that "The state of our state is strong and improving every day. He says, "The economy is dramatically better and our finances are in great shape."  But Democrats say his tax cut plan is irresponsible and some Republican senators say they want to reduce the state's projected deficit rather than grow it as Walker's plan would do.  The speech is Walker's fourth State of the State and comes as he is running for re-election in November. Democrat Mary Burke, a former Trek Bicycle Corp. executive, is challenging him.

1-23-14 proposed tax cut-senate majority leader

MADISON, Wis. (AP) — Republican Senate Majority Leader Scott Fitzgerald says the growth in a projected budget shortfall caused by Governor Scott Walker's proposed tax cut plan is "definitely a concern." But Fitzgerald says today that Republicans are looking at whether the growth in the projected shortfall in 2015 would be erased by increased tax collections. Fitzgerald says it would only take revenue growth of 1.5 percent to erase the projected shortfall.

1-23-14 health overhaul-wi

MILWAUKEE (AP) — A new report says the federal health care law could spell additional tax penalties for Wisconsin businesses with a large number of low-income employees.  Starting next year, employers will face a tax penalty if their workers get subsidized coverage through the federal online exchanges instead of through Medicaid.  In states that agreed to expand their Medicaid programs, large employers won't be hit with tax penalties. But Wisconsin isn't expanding its Medicaid coverage. It only agreed to delay by three months the date when 77,000 people just above the federal poverty line will lose Medicaid coverage.  A report released Wednesday by Jackson Hewitt Tax Service Inc. says if Wisconsin doesn't expand Medicaid, employers could face total tax penalties ranging from $25 million to $37 million.

1-23-14 emerald ash borer firewood restrictions

MADISON, Wis. (AP) — The Wisconsin Department of Natural Resources' board has approved tighter firewood movement restrictions to slow the emerald ash borer's spread.  The DNR in 2006 prohibited out-of-state firewood on state properties. The following year it prohibited people from bringing firewood onto state lands from further than 50 miles out. In 2010 the agency shrunk that radius to 25 miles.  The agency asked the Natural Resources Board to reduce the radius to 10 miles and allow out-of-state firewood if it came from within 10 miles. DNR officials say they want to make the change because emerald ash borer infestations are rising around the state and models show the tighter perimeter can significantly slow the beetle's spread.  The Natural Resources Board approved the new perimeter on a 5-2 vote Wednesday.

1-23-14 flu season at its peak

BELOIT, Wis. (AP) — Health experts say the flu season in Wisconsin is at its peak and is striking younger patients.  Wisconsin influenza surveillance coordinator Thomas Haupt says the state is recording 50 to 70 hospitalizations a week.  Haupt says there seems to be fewer total influenza cases this year compared with last season. But he says the difference this year is the age of those with the most serious cases of influenza.  Haupt says the two age groups with the most hospitalizations are patients ages 18-to-49 and those 50-to-64. He says last year the over-65 group was the most affected.  Rock County Health Officer Karen Cain tells the Beloit Daily News (http://bit.ly/KIstqa ) it's still not too late to get a flu shot, since flu season in Wisconsin can run through March or April.

1-23-14 farm income

MADISON, Wis. (AP) — Wisconsin farmers earned about $3.75 billion in profit last year, coming close to the record $3.8 billion earned in 2011.  That's according to a report released Wednesday by the University of Wisconsin-Madison.  Farm profit in 2013 was $550 million more than in 2012.  UW-Madison agricultural economist Ed Jesse says a healthy dairy industry helped generate much of the profit. Wisconsin dairy farmers had a record $5.6 billion in milk sales, which reflects both high milk prices and increased production.  The report published by UW-Madison's Renk Agribusiness Institute also says several years of good profits have put Wisconsin farmers in a strong financial position. On Dec. 31, 2012, the value of farm assets had increased by 8 percent from a year earlier, while debt increased by the same amount.

1-23-14 mental health bills

MADISON, Wis. (AP) — The Wisconsin state Senate has passed a dozen bills designed to improve mental health services in Wisconsin. The measures passed with bipartisan support today now head to Governor Scott Walker. All of the measures cleared the Assembly unanimously in November. The proposals grew out of recommendations from a legislative task force that studied mental health services in the state.

Fond du Lac’s biggest employer is celebrating a major milestone this week.  Mercury Marine is celebrating its 75th anniversary today.  Merc spokesman Steve Fleming says the company was founded by Carl Kiekhaefer in 1939 when he purchased a bankrupt engine manufacturing plant in Cedarburg.  "With it came about 300 engines that weren't broke, they were just poorly built and poorly designed.  He took those engines, redesigned them, rebuilt them and then sold them and they were so popular and sold quickly,"  Fleming said.  Fleming said Kiekhaefer had planned to start a magnetic separator dairy farm, but  "suddenly he was an outboard engine producer and it took off from there."  Kiekhaefer moved the facility to Fond du Lac in 1946.  Fleming says Mercury’s year-long celebration plans include events in various locations throughout the world.  A Mercury Marine museum will open on Scott Street near Lakeside Park in Fond du Lac this spring.   Fleming says Merc employs 31 hundred people in Fond du lac and continues to grow.
