MADISON, Wis. (AP) — Governor Scott Walker's administration is recommending a 1 percent pay raise for state and University of Wisconsin workers in each of the next two years. The pay plan proposal was laid out in a letter delivered to the eight lawmakers on a special legislative committee set to vote on approving the pay plan tomorrow.
