7-10-13 judge blocks portion of capitol access policy

MADISON, Wis. (AP) — A federal judge has blocked enforcement of parts of the policy that determines who can legally gather in the state Capitol. Governor Scott Walker's administration adopted the policy after demonstrations of up to 100,000 people in 2011. U.S. District Judge William Conley issued a preliminary injunction barring the administration from distinguishing the type of gathering for purposes of issuing a permit.
