1-8-14 1st offense owi a crime?

MADISON, Wis. (AP) — Attorney general hopeful Brad Schimel says he's skeptical of making first-offense drunken driving a crime in Wisconsin. The Republican district attorney in Waukesha County says he's worried criminalizing a first offense would overwhelm the courts. Wisconsin is the only state where a first offense is considered a civil violation.
