9-21-13 wi man who shot and killed cops more than 30 years ago to be released

WAUKESHA, Wis. (AP) — A Wisconsin man who pleaded insanity while on trial for killing two police officers in 1975 will be released from a mental health institution by Sept. 30.  Fifty-five-year-old Alan Randall has been petitioning a court for years to be released and a jury finally decided this spring he should be freed. A judge signed an agreement Friday that Randall will be released by the end of the month.  He was 16 when he shot two officers in Waukesha County. He was tried and convicted as an adult but avoided prison with an insanity plea.  He was institutionalized for nearly 40 years, even after doctors concluded he wasn't mentally ill.  The sister of one slain officer says she's upset he has never asked for forgiveness.
