4-25-13 tuition surplus update

MADISON, Wis. (AP) — Democratic legislative leaders sent a letter to the University of Wisconsin Board of Regents today asking to freeze tuition for two years. Republicans have questioned how the board could justify raising tuition in light of massive reserves. A system spokesman says it's difficult to comment because the budget is still in flux.
