MADISON, Wis. (AP) — The Wisconsin state Senate is delaying consideration of Gov. Scott Walker's appointees to the state board that oversees elections, campaign finance and ethics laws.  Walker's decision to replace existing Government Accountability Board member David Deininger midway through his term has drawn attention to the normally routine appointment process. Walker says Deininger wouldn't be confirmed by the Senate, so he chose to replace him with former judge and Republican congressman Harold Froehlich.  But Democrats objected, pointing out that Froehlich had donated $200 to Walker and $200 to Senate Republicans in 2011.  The agenda for Tuesday's Senate session says all available appointments except those to the GAB will be taken up. A spokesman to Republican Senate Majority Leader Scott Fitzgerald did not immediately respond to a request for comment.
