11-11-13 governor appointee-delay

MADISON, Wis. (AP) — A spokesman for Republican Senate Majority Leader Scott Fitzgerald says the Senate is delaying consideration of one of Gov. Scott Walker's appointees so bipartisan support can be ensured. Walker's decision to replace existing Government Accountability Board member David Deininger midway through his term has drawn attention to the normally routine appointment process. Walker says Deininger wouldn't be confirmed by the Senate, so he chose to replace him with former judge and Republican congressman Harold Froehlich.
